Does the 43401 Acrylic Cement dry clear?

Yes, the acrylic cement will dry clear if you do not move the pieces once they have been put together. This is a solvent cement, melting the two pieces together. If it is moved after the solvent has started softening the acrylic, hazy white marks will develop.
