If you are purchasing a Hayward valve and actuator at the same time, Hayward will automatically provide a mounting kit at no charge to you. If just the valve or the actuator is purchased and a mounting kit is needed, the mounting kit would have to be purchased by special order, and you will be charged for it.
The mounting kit is for mounting the actuator to the valve.
